Amman– The Ministry of Investment and the Vocational Training Corporation (VTC) signed a Memorandum of Understanding (MoU) on Monday, establishing a strategic partnership that links the needs of investment projects with training and employment programmers. The partnership aims to develop and equip Jordanian talent, enhance employment opportunities, and support the success, growth, and sustainability of investments.
The MoU was signed by the Minister of Labor,Dr Nidal Al-Qatamin, and the Minister of Investment,Dr Tareq Abu Ghazaleh, at the Ministry of Investment headquarters, in the presence of the Director General of the Vocational Training Corporation,Eng. Raafat Al-Sawafin, and the Secretary General of the Ministry of Investment,Zaher Al-Qatarneh.
Dr Al-Qatamin stated that the MoU represents a qualitative initiative to empower Jordanian youth, across all vocational and academic levels, by enabling them to meet the evolving needs of various investment projects and strengthening their readiness to benefit from the employment opportunities generated by new investments.
He added that the signing of the MoU will help ensure the availability of the vocational specializations and skilled workforce required by investors. This comes alongside the Vocational and Technical Training Law reaching its final legislative stages, further enhancing investor confidence in the availability of a qualified, well-trained Jordanian workforce capable of meeting the needs of their projects.
For his part, Dr Abu Ghazaleh stressed that linking investment with training and employment is a national priority and a practical step towards providing the qualified Jordanian talent required by investment projects. This will enable projects to commence operations, grow and expand, while creating high-quality employment opportunities for Jordanians.
He noted that the MoU establishes a more integrated approach to serving investors by facilitating their access to the human capital needed for their projects, highlighting that the availability of a skilled national workforce is one of the key factors influencing investors' decisions.
Dr Abu Ghazaleh further emphasized that investing in the skills of Jordanians is a direct investment in the competitiveness of the national economy and its ability to attract high-quality and sustainable investments. He explained that the MoU seeks to develop skills, increase employment and productivity rates, and align training programmers with the needs of economic sectors and the actual employment opportunities generated by investments, thereby creating a sustainable developmental impact across all governorates of the Kingdom.
Meanwhile, Eng. Al-Sawafin stated that the MoU reflects the integration of national institutional efforts and contributes to strengthening the investment environment by providing the qualified Jordanian workforce required by investment projects.
He added that, through its training institutes across the Kingdom, the Corporation will align its training programmers with the needs of investors and the labor market, while developing and updating vocational programmers to accelerate the provision of the technical and professional skills required by investment projects and enhance employment opportunities for Jordanians.
Under the MoU, an office for a representative of the Vocational Training Corporation will be established within the Comprehensive Investment Service Centre at the Ministry of Investment. The office will serve as a direct point of contact with investors to identify the workforce and specialized training requirements of their projects and coordinate follow-up with the Corporation's training institutes and relevant stakeholders.
The areas of cooperation include assessing the workforce requirements of investment projects in terms of numbers, specializations and skills; developing specialized training and qualification programmers for various investment sectors; exchanging relevant information and data in accordance with applicable legislation; and organizing joint meetings, workshops and events that support training and employment.
The MoU represents a national model of institutional integration that links investment with training and employment, contributes to empowering Jordanian talent, enhances workforce readiness, and strengthens the national economy's capacity to generate sustainable employment opportunities.
