Ministry of Investment Clarifies Facts Regarding Reports on a Stalled Investment Project and the Alleged Cancellation of the Relocation of Three Factories to Jordan

The incident referred to dates back more than (13) years, and the source of the report declined to provide the Ministry with the investor’s name or any information that would enable it to contact them.

The Ministry of Investment today clarified the facts surrounding reports circulated regarding an industrial investment project that allegedly stalled, leading to the cancellation of plans to relocate three factories from an Arab country to the Kingdom.

The Ministry stated that, after directly contacting the source of the report, who had spoken during a radio interview, it was confirmed that the incident in question dates back more than 13 years, well before the establishment of the Ministry of Investment. The Ministry added that when it requested the original investor’s details in order to communicate directly and verify the circumstances of the case, the source declined to provide the investor’s name or any information that would enable the Ministry to establish contact.

According to the information provided by the source, the site referred to in the report was located outside the designated zoning boundaries and on land owned by the investor. The investor had intended to establish an investment project alongside a private facility for personal use, which, under the legislation and regulations in force at the time, required the provision of the necessary infrastructure services to the site.

The Ministry explained that the requirements for implementing any investment project depend on the nature of the project, its location, and its zoning classification, in accordance with the applicable laws and regulations governing land use and urban planning. These requirements are intended to ensure orderly development and support sustainable growth.

The Ministry further emphasized that Jordan is home to 20 industrial and development cities distributed across the Kingdom's governorates, offering integrated infrastructure as well as advanced logistics and investment services in line with international best practices. These cities are fully equipped to accommodate investment projects and have successfully attracted major domestic and foreign investments across various industrial sectors. They currently host 1,676 industrial and economic establishments, with total investments exceeding JOD 6.9 billion, while providing more than 127,000 employment opportunities.

The Ministry noted that it has continued to develop and classify industrial and development cities based on the competitive advantages of each geographical area and the nature of the targeted economic and industrial activities, thereby enhancing their efficiency and promoting complementarity among them. These cities have continued to record positive investment performance indicators, with the volume of investment growing by approximately 18.79% during the first half of 2026, reflecting the attractiveness of Jordan’s investment environment and the growing confidence in the national economy.

The Ministry reaffirmed its commitment to maintaining continuous communication with investors and addressing any challenges that may affect their projects, in coordination with the relevant government entities and within the applicable legal and regulatory frameworks. This approach has contributed to facilitating numerous investment projects, enabling them to overcome challenges, complete the required procedures, and move into the implementation and production phases, reflecting the Government’s commitment to providing a competitive and investor-friendly business environment.

The Ministry also pointed out that, over the past period, the Government has introduced a comprehensive package of legislative and procedural reforms aimed at improving the investment environment. These reforms include simplifying procedures, enhancing government services, launching the electronic investment platform, and further developing the Investment Window services, all of which contribute to improving the investor experience, strengthening the competitiveness of Jordan’s investment climate, and increasing the Kingdom’s ability to attract additional local and foreign investments.
